The Red Cross Red Crescent Climate Centre supports the humanitarian sector and partners to understand and address the impacts of climate change and extreme weather events on vulnerable people.

Linking science, policy and practice on disaster risk management and development planning, the Climate Centre facilitates learning and dialogue processes to turn early warnings into early action. One of the Climate Centre’s areas of work is “Forecast-based Financing” (FbF) for flood preparedness, with a key role for the hydropower sector. Successfully tested during the September 2016 floods in the West African nation of Togo, FbF establishes a pre‐funded set of early actions, triggered by a forecast as soon as the disaster risk reaches a pre-established threshold. As the largest humanitarian organization in the world, the Red Cross Red Crescent Movement is uniquely positioned to link knowledge with action for flood risk management downstream of dams worldwide.
